Where did you get the information that it takes "17 to 20" seconds for local storage to time out? What are your MPIO settings? Do you have Host personality set on Pure array? The short pause is for Arrays to race to the mediator to see who will stay online, you can also preset this with pre-election function

16 for Local and 16 for Remote

But at per Engineer working on storage told that it is taking 17 seconds to remote storage to start serving the IOs
