Easy - it's the sound of dialing a rotary phone.
Fun game to play with your kid or anyone under 25 - plug a rotary phone into the wall if you still have an active jack and challenge your youngster to call their cell phone with it. My teen totally failed and had no idea what to do (we still have landline and rotary installed at our rustic cabin in the Colorado mountains...)
We have one of these. Had to teach some old school telephone etiquette, like introducing yourself.
